OTSEGO COUNTY, MI. — On Wednesday, March 16, 2022, troopers from the Michigan State Police
(MSP) Seventh District Hometown Security Team stopped a vehicle on I-75 Highway near the Loon Lake
rest area in Bagley Twp. The driver, 54-year-old Victor Emmanuel McMillan of Rudyard and 30-year-old
Joshua Lee McMillan of St. Ignace, were found to be in possession of a white crystalline substance that
tested positive for methamphetamine. Methamphetamine was found inside a large McDonald’s cup filled
with Coca Cola. The large crystals were noticed floating on top of the soda. Troopers also located the
top of a tied off plastic baggie on the floor of the vehicle, which was soaked with Coca Cola. Victor and
Joshua McMillan were arrested and lodged in the Otsego County Jail.
Victor McMillan was arraigned in the 87th District Court in Otsego County on one count of Delivery of
Methamphetamine and Joshua McMillian was arraigned on one count of Possession of
Methamphetamine. Their bond was set at $10,000 cash surety. Their next scheduled court appearance
is on March 24, 2022.
