State Employees Could See 5% Pay Bump

State employees could be getting a raise under tentative agreements negotiated between state employee unions and the Office of the State Employer.

Tentative agreements would increase base pay by 5 percent for fiscal year 2025, which begins October 1, 2024. The agreement also includes a ratification bonus of $2,250 for administrative support and human services unit employees in active status as of December 23, 2023. Finally, the agreement includes a letter of understanding for recruitment and retention that establishes a committee of the union and the Office of the State Employer to review issues identified by the union related to the recruitment and retention of hard-to-fill positions.

Non-exclusively represented employees, or NEREs, those represented by the Association of State Employees in Management, the Michigan Association of Governmental Employees and the Michigan State Police Command Officers Association, would also see a 5 percent raise, according to the Coordinated Compensation Proposal for Fiscal Year 2025.

The Office of the State Employer is also requesting that the Civil Service Commission remove the sunset on signing bonuses for nonexclusively represented employees, too.

Information technology infrastructure analysts, IT programmers, IT project coordinators, IT project managers, IT specialists, IT managers and IT supervisors would all be available for the signing bonus. MIOSHA advisors, auditors and financial analysts would also be eligible.

Eligible employees may be paid a signing bonus of up to $2,500. Up to $1,250 may be paid at hire and the rest may be paid after satisfactory completion of the initial probationary period. Some employees may be eligible for up to $5,000.

The Civil Service Commission has a meeting December 13 where the issue will be considered. More details on the agreement are expected soon, including when UAW members will have the opportunity to vote on the agreement, a press release from the UAW said.
